Tim Weber, CPP
Tim Weber holds certification as a prevention professional accredited by Maryland Addiction Prevention Professional. This certification entails extensive supervised prevention work across various domains, along with a rigorous certification examination. Additionally, Tim possesses a bachelor’s degree in business administration with a minor in social media marketing, leveraging this expertise to spearhead numerous social media campaigns in collaboration with schools for prevention and education initiatives.
Adam Wells
Graduated from the University of Baltimore School of Law in 2001. He prosecuted in Colorado for a period of time before returning and becoming a bared attorney in Maryland in 2004. He has been a prosecutor in the State’s Attorney’s Office since 2005.
Melissa Hockensmith
Ms. Hockensmith is a graduate of Francis Scott Key High School, York College of Pennsylvania, and a 1993 graduate of the University of Baltimore School of Law. In 1997 she joined the Carroll County State’s Attorney’s Office as one of the first dedicated domestic violence prosecutors in the state. Having a banking and finance background she became the Economic Crimes Unit Chief in 2000 and was also part to the Circuit Court Team. She has more than 25 years of experience prosecuting everything from DUIs, arson and complicated homicide cases.
Seth Giller
Seth has been an attorney since 2001 and a prosecutor since 200. A majority of his time as a prosecutor has been dedicated to handling special victims’ cases. Cases handled by the Special Victims Unit include sexual and physical child abuse, sexual assaults, domestic violence, human trafficking, vulnerable adult abuse, and child pornography. Working with these victims, among the most vulnerable in our community, is Seth’s passion. Seth has dedicated himself to helping these victims see justice, in whatever form it may come.
Dean Brewer
Mr. Brewer has over 45 years of law enforcement experience. He’s a retired Major after 30 years with the Westminster Police Department. Then he joined the Criminal Division’s Medicaid Fraud Control Unit of the Maryland Attorney General ‘s Office where he was involved in numerous investigations across the State involving medical providers and pharmacies along with his primary focus on the abuse, neglect, exploitation, and drug diversion cases involving residents in nursing homes, assisted living facilities and developmentally disabled group homes. He worked in that position for 8 years before accepting his current position as Chief Investigator with the Carroll County State’s Attorney’s Office where he as been for the last 9 years.
Kathleen, Wickert
Mrs. Wickert joined the Carroll County State’s Attorneys Office in August of 2019 as a District Court Prosecutor. She subsequently became the Juvenile Prosecutor where she was responsible for the prosecution for all juvenile cases, as well as continuing prosecution in District Court as well as Circuit Court. In 2024, Mrs. Wickert was appointed the Chief of the District Court Unit. Prior to joining the Carroll County State’s Attorney’s Office Mrs. Wickert served as a law clerk for two Judges in the Circuit Court for Carroll County. She graduated from York College of Pennsylvania with a bachelor’s degree in Sport Management and received her JD from the University of Baltimore School of Law.
Allan Culver
Allan Culver received his undergraduate degree from Providence College in 1992. He received his Juris Doctorate from the University of Baltimore in 1999. From July 2021 until December of 2022, Allan served as Interim States Attorney. Allan Culver has been a prosecutor in Carroll County for almost 23 years. He has prosecuted everything from speeding tickets to homicides.
